Mr. Andrei Jouravlev is Russian citizen, born in Moscow, Russian Federation. In 1982, he graduated from the Moscow Financial University in international economic relations. Between 1982 and 1984 he worked at the Ministry of Foreign Affairs of his country. Since December 1984 and up to present, he works, as Economic Affairs Officer, at the Natural Resources and Infrastructure Division, United Nations Economic Commission for Latin America and the Caribbean (ECLAC), located in Santiago, Chile.
At ECLAC, Mr. Jouravlev is engaged in public policy formulation-oriented research and technical advisory assistance in the fields of integrated water resources management, public utility regulation, river basin management and provision of drinking water supply and sanitation services. His interests cover a wide range of topics, such as economic regulation, administrative systems for water resources management; river basin management organizations, water allocation, water pollution control, economic instruments, water markets, private sector participation and international investment protection treaties. He has also participated in numerous meetings, technical advisory assistance missions and training courses in the countries of the region (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay, Venezuela, etc.) as well as in the rest of the world.
